Good question. Uncertain answer/future, but what's clear is that cooperation is essential to overcoming the many challenges to creating/operating/maintaining mass transit systems. Incidentally, Nashville region mayors recently formed an MMC-esque mayors caucus (sans rising leaders) to specifically address transit. here's the article
